Governors of Banteay Meanchey and Sa Kaeo Hold Urgent Talks as Thai Forces Use Violence Against Cambodian Civilians [VIDEO]

Banteay Meanchey, 17 September 2025 – The Governor of Banteay Meanchey Province, H.E. Oum Rattrey, met with the Governor of Sa Kaeo Province of Thailand at the Poipet International Border Checkpoint to discuss urgent measures following acts of violence committed by Thai forces against Cambodian civilians. The meeting aimed to seek constructive solutions for the wellbeing of people on both sides of the border.

During the discussions, Governor Rattrey presented four key proposals to the Thai side:

  1. Maintain the status quo – refrain from expanding disputes and await decisions of the Cambodia–Thailand Joint Border Committee (JBC).

  2. Allow displaced residents to return home – remove barbed wire, fences, and barricades, and await JBC’s resolution, in full compliance with the 2000 MOU and TOR.

  3. Avoid unilateral actions – suspend any additional barbed wire installation, issuance of land titles, damage to Cambodian homes and properties, or relocation of Thai citizens into contested areas until joint agreements are made.

  4. Refer matters beyond provincial authority to the General Border Committee (GBC) and the JBC for resolution.

While the outcome of the meeting has yet to be disclosed, on the same day, Thai forces were reported attempting to extend barbed wire inside Cambodian territory at Prey Chan Village, O Bei Chon Commune, O’Chrov District.

Cambodian villagers strongly resisted these incursions, defending the Kingdom’s territorial integrity despite intimidation and violations of international law.

H.E. Neth Pheaktra, Minister of Information, stated with photographic evidence:

“Thai soldiers have continued their encroachment on Cambodian soil by extending barbed wire in Prey Chan Village, O Bei Chon Commune, O’Chrov District, Banteay Meanchey Province, and have used tear gas against Cambodian civilians.”

Reports confirm that Thai forces employed tear gas, rubber bullets, and sound-disrupting devices against Cambodian citizens. These actions left multiple civilians injured, with some suffering beatings, others fainting, including Buddhist monks. In addition, one Cambodian security officer sustained a serious eye injury.

The Royal Government of Cambodia strongly condemns these acts of violence and reaffirms its commitment to protecting the sovereignty, territorial integrity, and safety of its people.
