CMAA Condemns Thailand's Unlawful Military Aggression Against Cambodia andCalls for International Action

The Cambodian Mine Action and Victim Assistance Authority (CMAA) condemns in the strongest possible terms the ongoing and unlawful military aggression by Thailand against

the Kingdom of Cambodia.

Thailand has crossed a grave and dangerous threshold. Through direct military invasion and the use of advanced air power, including F-16 fighter jets, Thailand has carried out aerial bombardment of residential areas and civilian locations inside Cambodian territory, in blatant violation of Cambodia's sovereignty, territorial integrity, and international law.

These attacks are not isolated incidents. They form part of a pattern of deliberate escalation, resulting in civilian deaths, mass displacement of communities, and the destruction of homes, schools, hospitals, religious sites, and essential civilian

infrastructure. Such actions constitute a serious breach of the United Nations Charter, the ASEAN Charter, and fundamental principles of international humanitarian law.

Cambodia is deeply alarmed by credible reports indicating Thailand's use of cluster munitions and toxic gas in civilian areas. These weapons are inherently indiscriminate, cause long-term humanitarian and environmental harm, and pose severe risks to civilians long after hostilities end. The deployment of such weapons in populated areas is not only morally indefensible but may amount to war crimes under international law.

At the same time, Cambodia notes a coordinated attempt by Thailand to divert international attention away from its military aggression by promoting unrelated and misleading narratives, including allegations concerning landmines and so-called "scam centres" in Cambodia. These narratives are being cynically exploited as political cover to obscure Thailand's unlawful use of force and to confuse the international community.

Cambodia categorically rejects these tactics.

Humanitarian issues and transnational crime must never be weaponized as excuses for cross-border invasion, aerial bombardment, or attacks on civilians.

Cambodia is a sovereign State committed to peace, international law, and regional stability. Cambodia has exercised restraint despite repeated provocations. However, restraint must not be mistaken for weakness, nor silence for acceptance of aggression.

Cambodia will not allow violations of its

sovereignty to be normalized, justified, or

concealed through disinformation or manipulated narratives including unfoundedallegations related to landmines and so-called "scam centres".

Cambodia urgently calls upon the international community to clearly and unequivocally condemn Thailand's military aggression; the United Nations, ASEAN, and relevant international mechanisms to take immediate action to uphold international law and protect civilians; and all States committed to peace and the rule of law to reject attempts to distort facts and to hold accountable those responsible for attacks on civilian populations.

The credibility of international law and the protection of civilians depend on collective action. Silence in the face of aggression only enables further violations.

Cambodia remains committed to peace, dialogue, and regional cooperation. However, peace cannot be built on the bombing of civilians, the invasion of sovereign territory, or the manipulation of humanitarian narratives to justify violence. The world must not look away.
